Fred Charlton is the Fire Chief for Clacka-
mas Fire District #1 and has been in this posi-
tion since July of 2012. Chief Charlton works
to ensure that the highest quality emergency
services are delivered to the community each
and every day and that tax dollars are spent as
effieciently as possible. This is achieved through
continuous community outreach, collabortion,
and engagement, promoting fire and life safety
strategies, embracing prevention, and training
career and volunteer firefighters to safely deliver
exceptional service. Clackamas Fire is the sec-
ond largest Fire District in the State of Oregon,
serving 179,000 residents within nearly 200
square miles of Clackamas County. In 2012,
Clackamas Fire responded to 17,000 calls for
emergency and non-emergency out of 17 com-
munity fire stations.
Chief Charlton began his fire service as a
volunteer with the Forest Grove Fire Depart-
ment in 1989. In 1994 he was hired as a career
firefighter for the City of Milwaukie. In 1997,
the Milwaukie Fire Department merged with
Clackamas Fire District #1. Chief Charlton was
promoted to the positions of Lieutenant in 2001
and Captain in 2003. In 2007 he was promoted
to Battalion Chief and supervised numerous
programs to include the Urban Search and Res-
cue Team (USAR). In 2010, Chief Charlton was
promoted to the position of Deputy Chief and
assigned to the Fire Prevention Division as the
Fire Marshal. The Fire Prevention Division is
responsible for public education, fire code en-
forcement, engineering, and fire investigation.
In 2011 he was assigned as the Emergency Ser-
vices Division Chief and supervised Fire Opera-
tions, Technical Rescue, Training, Emergency
Management, and Safety.
Chief Charlton holds an Associate’s Degree
in Fire Science Technology from Portland Com-
munity College, a Bachelors Degree from East-
ern Oregon University in Fire Administration,
and a Masters Degree in Public Administration
through Portland State University.
Doug Whiteley is an Administrative Bat-
talion Chief and serves as the Fire Marshal for
Clackamas Fire District #1. Doug works closely
with members of the public, local city govern-
ments and building officials to ensure fire codes
are being met and our community is educated
in preventing fires.
Chief Whiteley oversees a team of fire inspec-
tors, public educators and investigators who
diligently work to carry out the Fire District
mission to “Safely Protect Life and Property”
through fire prevention and education.
Doug was hired by Clackamas Fire District
#1 in 2002 and was a fire district volunteer for
two years prior to that. He was hired as a Fire
and Life Safety Educator and since that time has
held the positions of Fire Inspector, Lieutenant
Deputy Fire Marshal and Captain Deputy Fire
Marshal. He has a bachelor’s degree in fire ad-
ministration and holds numerous state and na-
tional fire certifications.
Doug is very passionate about fire preven-
tion and educating others regarding fire safe
practices for both homes and businesses. His
duties will include oversight of all fire preven-
tion programs and activities including fire code
enforcement and engineering, public education,
and fire investigations.
Some of his goals include increased commu-
nity involvement, increasing awareness of fire
and life safety practices, and expanding upon
the districts already good relations with other
agencies and public partners.
