When Dave Froode woke up
May 1, 2008, it
started out as an
ordinary day.
When he went to
bed that night, he
knew he could die
a happy man — he
had just lived the
things you can accomplish in a day,
the better the day. He’s a self-admit-
ted overachiever.
On his bucket list of things to
lete is to run a marathon —
t
On that particular morning in
May, Froode woke up and decided to
go fishing early. Typically he heads
out in the afternoon, but that day
felt a little different.
Within the first 30 minutes of be-
ing out on the Willamette River,
Froode landed a nice 10-pound
salmon, a definite keeper. Since he
only catches what he will keep and
use Froode limits himself to just

They provide shade on a
sunny day, create a place
for kids to play and offer a
dramatic show with each
change of season. Trees
play a major role in the
landscape of West Linn.
April 2 through April 6 is
ArborWeek, andWest Linn is
celebrating.
West Linn enjoys an abun-
dance of trees — the tree can-
opy covers more than 30 per-
cent of the city — especially
with the inclusion of Mary S.
Young Park in its boundaries.
Some of those trees are a little
bigger, a little older and a little
statelier than others, deserv-
ing the recognition of heritage
trees. West Linn has nine
such trees.
“I think it’s nice to give
them that recognition for the
larger, historical trees in
town,” said City Arborist
Mike Perkins. “It has to be an
exceptional tree.”
In the 1990s, the city initi-
ated a program in which trees
could be nominated for heri-
tage status. Between 1993 and
1997, nine trees were identi-
fied. To qualify, the trees must

The Tidings
It’s been awhile since people
have seen a career in local gov-
ernment as a cool and exciting
one, but Kirsten Wyatt, West
Linn’s assistant city manager, is
working to change that percep-
tion.
Wyatt’s group, Oregon Emerging
Local Government Leaders (ELGL),
gathers local government employ-
ees together to increase the effec-
tiveness of and the interest in their
professions.
The group’s numbers have ex-
ploded in the last
two years, in-
creasing from 16
to 260 members
from more than
60 government
agencies and mu-
n i c i p a l i t i e s
across Oregon. A
new Central Or-
egon branch held
its first meeting
recently.
Wyatt and her
husband, Kent —
a systems ana-
lyst for the city of
Tigard — started
ELGL in 2010 as a
way to meet oth-
er local govern-
ment employees.
“We
saw a
need for local
government pro-
f ess i ona l s
to
have the oppor-
tunity to connect
and talk with one another,” she
said.
Word about ELGL has spread
mostly through the Wyatts’ grass-
roots efforts.
“There’s just been such an inter-
est across all disciplines to come
together,” she said. “It’s different
