appy Valley’s peak growth from 2005-2007
was evidenced by its designation as the fastest
growing city in Oregon for a population under
10,000 during those years. The past year has
brought about a fair increase in development activity in the
City, including the issuance of 160 single-family residential
permits and a 216-unit apartment complex —
Sunridge
Terrace
at the intersection of Misty Drive and Sunnyside
Road, as well as a few small commercial buildings (the
planned
Jack-In-The-Box
and the adjacent retail structure
that contains
Starbucks
and
The Barbers
). In addition, a
124-unit senior housing facility was approved for develop-
ment on a portion of the
Valley View Church
property at
114
th
& Sunnyside Road.
Ongoing commercial tenant improvements in the
Happy
Valley Town Center
shopping center help demonstrate that
retail and medical/dental office development continues to
prosper in the city’s center of commerce, anchored by one
of the Portland area’s larger
New Seasons
grocery stores.
It is notable that the Happy Valley New Seasons store has
experienced steady sales growth since its opening. With
the expanding level of retail opportunities and over two
dozen medical/dental providers (including the Providence
medical office building at 162
nd
& Sunnyside) as well as
close proximity to
Kaiser Sunnyside Medical Center
and
Providence’s Medical Center and Oncology Center,
Happy
Valley’s citizens have every opportunity to be “green con-
sumers.” There’s little need to travel far outside of the city’s
residential neighborhoods for groceries, restaurants, finan-
cial/insurance services, medical/dental offices, pet care,
fitness, gifts, and a broad array of other services.
New urban land use designations were adopted in the
City’s ‘Town Center’ area (Sunnyside Road corridor from

Avenues) and the
Rock Creek Employment
Center
area, a roughly 400-acre district in the southeast
corner of the City that is bounded by 152
nd
Avenue to the
west, Rock Creek to the north, 172
nd
Avenue to the east
and Highway 212 to the south. The land use planning and
infrastructure improvements in this area includes over 70
acres owned by Providence Health Systems with long-
term plans for a future hospital campus;

Elementary
and
Rock Creek Middle schools;
and, the
Anchored by a New Seasons Market, the Happy Valley Town Center is
a central location for shopping, banking, dining and health care, as well
as gym and salon services.
