keeping a community safe is a team effort, and in Happy Valley, these 

partners-in-safety make it their irst priority each and every day.


Fire service is provided through Clackamas Fire District #1 which responds to any iire or 

medical emergencies that may occur in the City. From any one of the four stations within 
our city limits, these emergency responders can be on the scene quickly, when each life- 

saving minute counts. Outside of emergency response, they serve the community as active 
participants in many community events, as members of the illegal iireworks task force and 

citizen committees, and in ongoing community education and outreach.
Code enforcement plays an important role in community safety, and community livability. 
Our city code ofiicers enforce the municipal code of the City, responding most frequently 

when violations occur with parking, at construction sites, noxious weeds, false alarms and
animal control. The ofiiicers are also crime prevention agents and provide home securit

surveys for businesses and residents and provide assistance with grafiiti cleanup and
holiday safety reminders.
Police services are provided by the Happy Valley Police Department through a contract

with the Clackamas County Sheriff’s Department for both patrol and detective services. 
The City’s Police Department maintains its community identity and presence through 

Happy Valley vehicles and uniforms, and city headquarters at the Community Policing

Because Happy Valley has the second lowest permanent tax rate

of all cities in Oregon ($0.67 per thousand) there is no funding 
for police services in the general fund. Police services are funded 

through a law enforcement levy presented to the voters every four 
years. Voters have endorsed these services by passing levies in 

2002, 2006 and 2010. This year the City will again go to the 
voters to seek funding through the levy process.
