REGIONAL ISSUES
Washington County Plat Ex-
tensions (update) –
On Septem-
ber 19 the Washington county
Planning commission voted to
recommend to the Board of coun-
ty commissioners that all land divi-
sion applications within Washing-
ton county’s jurisdiction be grant-
ed a four year approval time line,
with a one-time 2 year extension
available through a type I process.
the Board of commissioners will
be voting on this at their October
2nd meeting.
Portland Infill Issues (update)
In September the HBA, Port-
land Infill Builder Group and over
20 businesses / organizations
sent a letter to Mayor Sam Adams
addressing issues threating in-
fill development within the city.
the two primary issues were infill
street improvement requirements
and neighborhood resistance to
demolition and infill development.
the HBA continues to work with
the Mayor, council and the incom-
ing Mayor on finding solutions to
these issues.
Urban / Rural Reserves (up-
date) –
the final order for the ur-
ban and rural reserves has been
issued by LcDc. there are nine
appellants mostly focusing on the
Bethany area. Briefs are due for this
in a couple of weeks with a deci-
sion in early 2013.
TREE POLICY ISSUES
Portland (update) –
the Port-
land city council heard amend-
ments to the tree code on Sep-
tember 19. the amendments were
largely technical housekeeping
amendments. HBA staff has re-
viewed the amendment pack-
age and will follow them through
city council. the tree policy is not
scheduled to take effect until at
least mid-2013.
Tigard (update) –
the tigard
city council has nowhad two hear-
ings and a work session regarding
the new tree plan. there has been
some resistance on the council to-
wards several aspects of the plan.
Both Ken Gertz and Justin Wood
have testified on behalf of the HBA
in support of the tree plan. While
we are supportive of the tree plan
we are still recommending several
adjustments which will make the
plan more workable. Some of the
aspects we are recommending are:
• A reduction in the overall cano-
py requirement from 40 percent
to 30 percent
• Exemptions from the canopy re-
quirement for smaller lots
• reduction of the proposed
planting fee if a builder cannot
plant the trees
It is the hope of the HBA and
our involved members that the
tree plan will pass the council with
some of our suggested modifica-
tions. the new plan is much more
flexible with regard to new devel-
opment. Hearings will continue
through the end of 2012 and pos-
sibly into 2013.
FEE & TAX ISSUES
Washington County TDT Cred-
it Vouchers (new) –
the Washing-
ton county coordinating -techni-
cal Advisory committee has begun
the possibility of developing crite-
ria for how credit vouchers can be
transferred between projects. Prior
to the last tAc meeting the HBA
sent a memo to the tAc members
requesting they consider the pur-
pose of the credit vouchers is to in-
centivize development of improve-
ments and that placing restrictions
on the transferability would ham-
per these developments.
Canby SDC’s (new) –
the city of
canby has sent notice to the HBA
that they are beginning the pro-
cess of updating their transporta-
tion and Parks SDc fees. the first
public hearing will be on Decem-
ber
5th. Proposed changes will be
available from the city after Octo-
ber 5.
