Mayor Doug Neeley
Doug Neeley was elected mayor after serving in two differ-
ent stints on the City Commission. A statistical consultant,
Neeley earned his Ph.D. at North Carolina State University.
Commissioner Betty Mumm
Mumm graduated from Oregon City High School and is
Coordinator of Health Education for Providence Willamette
Falls Medical Center. She was elected in 2010.
Commissioner Carol Pauli
Pauli is co-owner of KC’s Midway Historic Public House.
She was appointed to the commission due to her extensive
experience in various city groups, including the Metro
Enhancement Committee.
Commissioner Kathy Roth
Roth is a safety analyst for Legacy Health System who has
been closely involved with Oregon City School District over
the years. She graduated from Lewis & Clark and was elect-
ed in 2010.
Commissioner Rocky Smith
Smith is a lifelong Oregon City resident who is an art
teacher at Oregon City High School. He earned his B.F.A.
from Pacific Northwest College of Art and master’s from
George Fox.
What’s new:
The city faces huge decisions as it reviews plans for The Cove,
where hundreds of apartments are proposed near the confluence of
the Willamette and Clackamas rivers on the north end of town.
Oregon City saw some history return when the old train depot
building was moved back to the railroad tracks. The building served
as a train station decades ago before being moved to Portland. It
returned to Oregon City but was used as an office building before
returning to the train stop early this year. The city recently refurbished
the building and is considering options for its use at the Oregon City
Amtrak stop.
The Oregon City Farmers Market has dramatically increased its
presence over the couple years. In addition to a vibrant summer mar-
ket at the Red Soils campus, the market also introduced weekday
markets downtown, and a winter market every other weekend.
The city also saw a piece of history vanish, as the employee-
owned Blue Heron Paper Company closed its doors early in 2011.
Commissioner Carol Pauli was appointed last year to fill the vacan-
cy caused by the recall of Jim Nicita in December 2011; she was
elected to her first full term in November 2012, when Commissioner
Rocky Smith was re-elected.
In the 2010 election, longtime commissioner Doug Neeley took
over Alice Norris’ role as one of the area’s most visible mayors — not
to mention one of Oregon City’s most enthusiastic boosters, along
with Betty Mumm and Kathy Roth, two commissioners joining city
governance that year.

Pioneer Family Festival
Events include the Teddy Bear Parade, skate and BMX competi-
tions, music and entertainment, vendors, art and more. Event dates:

First City Celebration
This event, created last year, celebrates downtown with art, wine
tasting, beer tasting, vendors and a daylong celebration. It also cele-
brates the many firsts associated with Oregon City. When: Saturday,
July 27, downtown from noon to 9 p.m.
Oregon City - City Commission
